🌍 Aviation Strategy & International Development Professional
Emmy Arsonval Maniriho is a Rwandan aviation and development expert with over 13 years of experience in air transport policy, programme management, and institutional capacity building across Africa and globally.
📍 Based in Accra, he serves as Lead, Program Operations at the Mastercard Foundation, where he strengthens strategy, governance, and performance delivery across regional portfolios.
🎓 He holds an MBA in Airline & Airport Management and is completing a PhD in Management focused on air transport’s contribution to sustainable development.
🏛️ He previously advised senior leadership at the University of Rwanda, enhancing institutional planning and performance systems aligned with national priorities and the SDGs.
🌐 Emmy contributed to global aviation policy at the International Civil Aviation Organization and has provided aviation consulting through Go Smart Aviation Ltd, supporting safety oversight, regulatory compliance, and infrastructure development.
📚 He has lectured in transport and logistics and developed a World Bank–supported Advanced Diploma in Airline & Airport Management. He is also the author of several aviation publications.
